The assessment was implemented in the framework of the agribusiness component of the Moldova Investment Climate Reform Project financed by the World Bank Group. This component aimed at enhancing the market competitiveness of Moldova’s agro-food products through a set of targeted interventions in areas of agricultural inputs, food safety, competition policy and export facilitation.

The Assessment of the regulatory framework of in agricultural input markets was initiated to provide the ground for interventions to reduce administrative burden of private sector players in these markets as well as accelerate farmers’ access to modern agricultural inputs. Three groups of inputs were selected for the assessment: seeds and seedlings, fertilizers and pesticides, as well as agricultural machinery and equipment.

The following tasks were implemented:

Task 1. Detailed mapping of the regulatory framework of the selected markets including all legal acts, procedures, controls, permissive documents. The mapping covered the stages of business registration, local production, import, storage, handing and sale on the domestic market

Task 2. Reality check to identify gaps between “law” and “praxis” through focused interviews with private sector to cross check the accuracy of the collected legal information and understand the processes involved in the practical application of the regulatory requirements, as well as identify constraints encountered by the private sector

Task 3. Regional price analysis for selected products of the three groups of inputs comparing the prices of selected inputs in Moldova with Ukraine and Romania.

Task 4. A very detailed comparison with the relevant regulatory framework of EU to identify gaps and inefficiencies in the domestic framework

Task 5. Proposals regarding streamlining of Moldova’s regulations in line with the best EU praxis and relevant discussions with contracting authority, representatives of public and private sectorTasks 6. Presentation of findings and recommendations through the extensive report and workshop addressed to the representative of public and private sector.

Analysis on export potential for members of PEPEKO

The expertise was provided in the framework of GIZ Project “Creating Employment through Export Promotion” which aimed to explore export opportunities in the Kosovar fruit and vegetable sector and included the following:

- Research on EU/DACH market about demands for vegetables, fruits and berries (frozen and processed) and support in the identification of products from Kosovo offering export potential with the focus on long-term trade links to better exploit the EU/DACH market opportunities;

- Analysis of existing production and production capacity for above-mentioned products in Kosovo including the examination of the current situation of cultivation, processing and selling.

- Evaluation of the local products and marketing strategies of the companies - advice companies to improve marketing strategies based on latest market trends, including opportunities to produce and export organic processed fruit and vegetable products (e.g. under the label “Bioland”)

- Analysis of Kosovar companies in fulfilment of quality requirements and other international trade demands – identification and information of international market standards with their relevance for the Kosovar companies.

- Recommendations on possible new products for member companies to improve current production, extend product range and increase export potential.

- Detailed report describing the sector including opportunities, challenges and obstacles and provide recommendations for the reduction of obstacles and challenges within the sector

- Workshop with the members of Association of Fruit and Vegetable Processors (PePeKo) to provide findings of the research and discuss the recommendations

The main objective of the project is to assist rural environments in Batken oblast through development of agricultural productivity, enhanced access to internal and external markets, and improvement of the general business environment. The Batken oblast is one of the least developed areas in Kyrgyzstan which is situated in the Fergana Valley and was established as a separate administrative unit in 1999.

The project was carried out under the auspices of the TACIS programme of the EU. Its main objective was to promote the privatisation of the food distribution sector, and to provide immediate and medium-term practical assistance in the establishment of a new, market-oriented food wholesale and retail system in the region of Yaroslavl, with the aim to improve the management capabilities and the technical facilities in the corresponding sectors.
